From 1946, 23 people have been Chief Minister of Bihar. Nitish Kumar resigned on 26 July 2017 but was again sworn in as the CMon 27 July 2017 with new cabinet ministers hence having incumbency since 22 February 2015 including 1 day as care taker.

1). Patrakar Samman Yojana – Pension Scheme for Journalist in Bihar

Patrakar Samman Yojana
Bihar Patrakar Pension Yojana will soon be renamed as Bihar Patrakar Samman Yojana. The government is planning a strategy to modify the old version of Bihar Journalists’ Pension Scheme by making some amendments in pension rules.
Information & Public Relations Department (IPRD) has been directed by Bihar Chief Minister Nitish Kumar to rename the scheme and to make necessary amendments in the existing pension rules to benefits the eligible retired journalists.
The government also requested the journalist’s delegation to come with some effective suggestions for the scheme and asked them for what method should be used to certify the qualifying criteria of minimum 20 years of working experience in the field of journalism.

Benefits under Bihar Patrakar Samman Yojana

As per the existing rules of the scheme, the beneficiary would get the following benefits.
An amount of 5,000 per month would be given to the beneficiary in the form of pension.
A retired journalist having 20 years of minimum experience in Bihar and crossed the age of 60 years would be eligible for the scheme. Earlier, some journalists requested the government to increase the amount of pension but the government declined the request. Bihar Patrakar Samman Yojana was formed in the governance period of former CM Jitan Ram Manjhi in February 2015.

2). Housing Scheme for Fourth Grade Government Employees in Bihar

State government Bihar has announced a new housing scheme for the fourth grade government employees in its budget for the financial year 2017-18. The chief minister of Bihar presented budget 2017-18 with an expenditure of Rs. 14,555 crore for development of different sectors.
The government has also announced to implement a government employees housing scheme for the fourth-grade government employees and allocated Rs. 873 crores for the same.
Through this scheme, Bihar government will develop housing projects especially for fourth-grade government employees and offer them affordable house with all basic residential facilities.
Among prominent sectors, education is at the top in the list with the allocation pegged at Rs 14,217 crore, of the total outlay, followed by rural development with an allocation of Rs 9,725 crore, rural works (Rs 8,516 crores), energy ( Rs 6,795 crore), social welfare (Rs 5,949 crore), road construction (Rs 5,703 crore), health (3,567 crore) and urban development (Rs 2,734 crore).

3).Apply Online / Track Status for Kushal Yuva Program Skill Training Scheme in Bihar

The state government of Bihar has launched Kushal Yuva Program skill training scheme for youth in the state. The scheme was announced under the “Arthik Hal, Yuvaon Ko Bal” initiative to make the state a better place in terms of educated, skilled and employed youth. Kushal Yuav Scheme was inaugurated by the chief minister on 15th December despite only 39 out of the total 1,470 centres proposed under the scheme being ready.

Online applications for the Kushal Yuva Program has been started and the interested candidates can apply online for the scheme through the official website at www.7nishchay-yuvaupmission.bihar.gov.in
Below is the complete step by step procedure to apply online for Kushal Yuva Program in Bihar
  1. Applicant needs to visit website www.7nischay‐yuvaupmission.bihar.gov.in
  2. Applicant needs to click on new registration
  3. Applicant then needs to fill in the Name, Mobile Number and Email ID and type the characters given in the picture below then clicks on “send OTP” button
  4. An OTP message is sent on the email Id and mobile number by SMS. Applicant needs to enter the OTP and clicks on submit button.
  5. A confirmation message is displayed. Applicant needs to confirm if the details are correct.
  6. Successful registration message will be displayed and user name and password will be sent to the user by email and SMS
  7. Applicant then needs to visit the home page www.7nischayyuvaupmission.bihar.gov.in and log in using the username and password provided in the email/SMS
  8. After login, Applicant has to change his password to password of his choice. At later stage, applicant can change his password from the menu options given after login.
  9. Applicant has to go to home page and login using his new password
  10. Applicant then needs to fill in the information on the Personal Information Page
  11. After filling all the information, applicant will click on the ‘Submit’ button. A confirmation message will be displayed. The applicant will click on “ok” to confirm that the details are correct.
  12. Applicant then needs to click on ‘next’. This will take the applicant to the screen for selecting the scheme he wants to apply for
  13. Applicant needs to select one of the Schemes for drop down menu to apply. For applying for skilling in KYP, he selects “Kushal Yuva Program” and needs to click on ‘apply’
  14. Applicant needs to fill the details in the form and sign the declaration
  15. A confirmation message will be displayed and a PDF copy of acknowledgement will get displayed
  16. Applicant can either download the acknowledgement or take a print for the same. The option of download and print will be displayed in the browser window. The PDF copy of the same will also be sent to the applicant by email. Applicant will also receive an SMS which will have registration ID of the applicant.
  17. Manager of respective DRCC will then Schedule the appointment for DRCC depending on the capacity of DRCC. Accordingly, an email and SMS goes to the applicant informing them about the date of visit to DRCC.
  18. Applicant will then visit the DRCC on the allocated date with a self attested photocopy of the documents and will be given a token at the gate
  19. On his turn, applicant will go the counter and will submit the documents to Multi purpose assistant (MPA) for verification. MPA will verify the Aadhar and other details, scan the documents and will take photograph of the applicant. On successful completion, MPA will give a acknowledgement slip to the applicant
  20. The details of applicant will be shared with Labor Resource Department who will further contact the applicant for training.

Track Status of Kushal Yuva Program

The applicant can track his application status at any time by calling the toll free number 1800 3456 444 of the call center or by visiting the website www.7nischayyuvaupmission.bihar.gov.in.

4).Pradhan Mantri Awas Yojana (PMAY-G) Gramin in Bihar to Cover 4.76 Lakh Families by March


Implementation of Pradhan Mantri Awas Yojana (PMAY) affordable housing scheme in Bihar has started with 4.76 lakh families to be covered by the end of March 31. Under the PMAY scheme, selection of the beneficiaries is being done on the basis of SECC-2011. The gram panchayat has to select and approve the beneficiaries based on the socio-economic census data.
Renamed from Indira Awas Yojana to Pradhan Mantri Awas Yojana – Gramin, the ratio of cost to be borne is now 60:40 between central and state governments respectively compared to 75:25 earlier. The state government of BIhar has already allotted Rs. 776 crore for the implementation of the scheme.
Under the Pradhan Mantri Awas Yojana – Gramin, each beneficiary would be provided a financial assistance of Rs. 1.30 Lakh in case he/she belongs to any of the 11 Maoist-affected districts and Rs. 1.20 Lakh in remaining districts. Central government also providing additional Rs. 12000 for constructing toilet in the home under the Swachch Bharat Mission.The beneficiary, if himself is a job card holder would also get wage for 90 days at the rate of Rs 177 per day in the Maoist-free districts, and for 95 days at the same rate in the Maoist-hit districts. The beneficiary would also be facilitated a loan of up to Rs. 70000 which he/she can avail as per the requirements.
Selection of Beneficiaries
After selection of beneficiaries by the gram Panchayat, the block development officer (BDO) would conduct physical verification of the actual position of house of a beneficiary. Once the physical verification is complete and applicant is found to be eligible, the list would be passed to the district rural development authority office, where it would be put on the designated software.
Then comes the fund release, the first installment of the financial assistance amount will be transferred into the bank account of the beneficiary.

5).Har Ghar Bijli Yojana – Free Electricity Connections for All in Bihar

Har Ghar Bijli Yojana is a new scheme under the Nischay Schemes portfolio launched by the state government of Bihar. Chief Minister launched “Har Ghar Bijli Yojana” on 15th November. The state government has directed the agencies and officials to implement the schemes on priority basis.

Objective of Har Ghar Bijly Yojana

The main objective of the scheme is to provide free electricity connections to each and every home in the state. The households which do not have an electricity connection till yet will be included under the scheme. The state government aims to provide electricity connections to 50 Lakh households under the Har Ghar Bijli Yojana.
The scheme will be implemented by the year 2018. Har Ghar Bijli Yojana was the last of the 7 schemes to be launched under the Seven Nischay schemes. About 50% of APL (Above Poverty Line) families in rural Bihar who does not have electricity connections will be covered under the free electricity connection scheme.
The BPL families in the state are already being covered under the Central Government’s Deen Dayal Upadhyaya Gram Jyoti Yojana.

Cost of Connection under Har Ghar Bijli Yojana

The connections under the scheme would be provided for free, no charges will be taken from the beneficiaries. However, the electricity consumption bill will have to be paid by the beneficiaries as usual. In case, someone does not want to take the electricity connection, he/she will have to give it in writing along with the reason.
The BPL families in the state are already being covered under the Central Government’s Deen Dayal Upadhyaya Gram Jyoti Yojana.

The scheme will surely help brighten many homes and contribute to the overall development of the state of Bihar.

6).Check Application Status of Bihar Student Credit Card Scheme

Bihar Student Credit Card scheme is an ambitious scheme of state Government launched recently. Under the scheme, state government is providing education loan of up to Rs. 4 Lakh to 12th Pass students at 0% interest rate.
Launched on 2nd October, the student credit card scheme ensures financial assistance to the students willing to pursue higher education. The state government has launched an online portal for the students to apply for the scheme. The interested students who have secured admission in recognized institutions can apply for the scheme.

7).Shauchalaya Nirman, Ghar ka Samman – Scheme to Help Build Toilets

Shauchalaya Nirman, Ghar ka Samman is a new scheme launched by the Nitish Government as a part of the 7 resolves to transform Bihar. The scheme was launched on 28 September 2016 along with another scheme named as Har Ghar Nal ka Jal.

Shauchalaya Nirman, Ghar ka Samman Objectives

The main objective of the Shauchalaya Nirman, Ghar ka Samman scheme is to end the evil practice of outdoor defecation by the year 2019. To achieve the objective, the state government would provide a financial support to each household to build an indoor toilet.
The state government under the scheme would also invest a large amount on building community toilets across the state.
Under the 2 resolves to transform Bihar, the state government is launching 7 different initiatives to improve the social and economic lifestyle in the state.
As a part of the initiative, Student Credit Card schemeKushal Yuva Yojana and Swayam Sahayata Bhatta Yojana has already been launched by the state government.

8).Kushal Yuva Program Bihar – Online Application Forms, Eligibility & Details

Kushal Yuva Program
The state government of Bihar has launched Kushal Yuva Program along with the student credit card scheme and Swayam Sahayata Bhatta Yojanafor students and unemployed in the state. Under the Kushal Yuva Program, the state government would be providing skill training to the youth.

Eligibility for Kushal Yuva Program

Youth of 15-25 age group who have passed class 10th or class 12th, have dropped out of formal education and are looking for jobs are eligible to apply for this scheme.
The program will be a 240 hour training program spanning across three months. The courses offered under the program will be job ready skill development courses to make the candidates more confident and suitable for employment.
The course will focus on the basic computer literacy, language skills and soft skills. The candidates will receive a certificate after the successful completion of the course.

9).Mukhyamantri Swayam Sahayata Bhatta Yojana – Application Form & Details

Self Allowance Scheme Bihar
Mukhyamantri Swayam Sahayata Bhatta Yojana or the Chief Minister Self Allowance scheme is a new initiative of state government of Bihar. Under this initiative, state government would financially assist the unemployed youth to find a job.
Under the Swayam Sahayata Bhatta Yojana, Bihar government would provide a financial assistance of Rs. 1000 to each unemployed youth for two years to find a job. The scheme named as “Mukhyamantri Nischay Swayam Sahayata Bhatta Yojana” was started on trial basis from 15th September. But, the scheme has been formerly launched on 2nd October.

Swayam Sahayata Bhatta Yojana Objectives

The main objective of the scheme is to financially help the 12th pass unemployed youth during their job search. The assistance amount at the rate of Rs. 1000 per month will be provided to the eligible candidate for a maximum period of two years.

Eligibility Criteria for Swayam Sahayata Bhatta Yojana

The self allowance scheme or the Swayam Sahayata Bhatta Yojana has some certain terms and conditions as below
  • The applicant should be 12th pass from a state approved board and must be searching a job instead of pursuing education in higher studies.
  • The age of the applicant should be between 20-25 years.
  • The applicant should be the permanent resident of the district where he/she is submitting his/her application form.
  • The applicant should not already been benefited from any of the government allowance, scholarship, student credit card or the education loan.
  • The applicant should not be self-employed.
  • The monthly allowance will be discontinued on the day the applicant gets a job or becomes self employed.
  • The applicants should get a certificate under for the basic computer knowledge and communication skills under the Kaushal Yuva Yojana to avail the benefits of this scheme.
