Since 1946, Odisha has had 14 chief ministers. The first was Harekrushna Mahatab of the Indian National Congress. Serving since 2000, Naveen Patnaik of the Biju Janata Dal is the incumbent chief minister, and the longest-serving one in Odisha's history.

ODISHA GOVERNMENT BEST SCHEMES 

1. Odisha Kalinga Sikhya Sathi Yojana (KSSY) Education Loan
The state government has launched Kalinga Sikhya Sathi Yojana (KSSY) to provide education loan for those student who are pursuing higher studies. Under this scheme, the students would be provided education loan at an interest rate of just 1% by the several banks.
The objective of Kalinga Sikhya Sathi Yojana (KSSY) is to reduce the burden of parents who can not afford to fee for higher studies. The state government has allocated the fund of Rs. 500 crore in the state budget for successful implementation of this scheme.
Moreover, this scheme will provide loan up to Rs. 10 lakh at 1% of interest rate to the students. The intention behind this scheme is to motivate the poor students to complete the higher studies. 
Interested and eligible students can apply for Sikhya Sathi Yojana through both offline and online modes to get education loan. The offline applications can be made by visiting any of the following bank branches.

2. Tritiya Prakriti Surakshya Abhiyan for the Welfare of Transgender Community in Odisha
The State Government of Odisha is planning to launch a new scheme named as “Tritiya Prakriti Surakshya Abhiyan (TPSA)” for the welfare of the transgender community. The aim of the scheme is to provide rehabilitation facilities, scholarships to transgender students, generate employment opportunities and other basic facilities to the transgenders.
TPSA scheme guidelines will be introduced and operated by the department of social security and empowerment of persons with disabilities (SSEPD) for the upliftment of the transgender community. Before implementation of the scheme, SSEPD department will soon start the survey to identify the transgender people across the state.

Benefits of Tritiya Prakriti Surakshya Abhiyan (TPSA)

  • The benefits of the scheme would be provided only to the transgender community.
  • Identification and rehabilitation of transgenders.
  • Employment opportunities.
  • The students will get monthly post-metric scholarship of Rs. 550 for day scholar.
  • Transgender students will get Rs. 1,200 for hostel boarders for 10 months.
  • The state government will Conduct skill development program and provide Rs. 15,000 per transgender trainee for 200 hours of the course.
The transgender population in Odisha state stood at 43,161 in rural areas and 4,632 in urban areas, according to Socio – Economic Caste Census (SECC) 2011. Transgenders have marginalized and alienated for so long despite being a part of the society.
3. UNNATI Scheme Launched for Development in Urban Areas by Odisha Govt.
The state government of Odisha has launched “UNNATI” scheme for the development in urban areas across the state. The aim of the scheme is to bring prosperity and inclusive growth in urban areas.
Under the UNNATI scheme, the state govt. will provide funds through various schemes and agencies. Also the state government has decided to provide 100 percent LED street lighting and piped water supply to all districts in the state.
According to the memorandum of understanding (MoU) between Energy Efficiency Services Limited (EESL) and the Housing and urban development department the govt. would invest nearly Rs. 75 crore in the coming year for LED street lights across the state. For a period of seven years, maintenance and monitoring of LED street lighting will be taken care by EESL.
As per provision in the agreement, within a year, total no. of 1.12 lakh conventional lights in all the 107 urban local bodies in Odisha state would be replaced by energy-efficient LED lights. The sufficient implementation efforts of the scheme by the state government could help the total cost saving of about Rs 26.97 crore per annum. With the scheme, state govt. will achieve energy saving to the tune of 35.97 million units annually.
The state govt. has urged to all the citizens to actively use social media tools like Facebook and Twitter as an aspect of good governance and use it as ‘citizens connect’.

4. Odisha Govt. Announces to Provide Skill Training to 6.3 Lakh Youths
Odisha state govt. has announced to join hands with the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Pradhan Mantri Kaushal Kendra (PMKK) and Deen Dayal Upadhyay Gramin Kaushal Yojana (DDU-GKY) to provide skill training to 6.3 lakh youths by 2018-19 through different programmes of the Centre.
State govt. has established the Industrial Training Institutes (ITIs) and the Advanced Skill Training Institutes with employment linked quality programmes. The Centre recognized Odisha as the best-performing State in the country in skill development under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and awarded the State at a specially organized function in Delhi in June.
The State Government’s efforts through skill development is to shift the conversation from “Skill” to “Skilled-in-Odisha”. Through this scheme states govt. will try to fulfill the vision of Prime Minister, who is spreading skill development Initiative in the country to make a skilled India.
Government has taken this steps for best utilisation of the National Skill Development Corporation (NSDC)’s Nirvana Fund. Rating and grading of skill training and opening of Active Placements Cells and Migration Support Centres have helped a lot in achieving the success.

Pradhan Mantri Kausal Vikas Yojana

PMKVY is an initiative of central government to make country’s youth employable and financial dependent. The objective of the scheme is to make people trained in various skills so that they can get a job in relevant industry. This scheme is also aimed to increase productivity of existing workforce and train & certify them according to industry needs.
PMKVY scheme is being implemented by National Skill Development Corporation (NSDC) under the supervision of Ministry of Skill Development and Entrepreneurship.

5. Madhubabu Aain Sahayata Yojana for Legal Assistance to Every Doorstep
Odisha Government has launched Madhubabu Aain Sahayata Yojana in order to provide free of cost legal assistance at Panchayat level. The scheme was launched on 24th December 2016 by chief minister of Odisha Mr. Naveen Patnaik. Madhubabu Aain Sahayata Yojana scheme is dedicated to the poor in the state.

Objective of Madhubabu Aain Sahayata Yojana

The main objective of Madhubabu Aain Sahayata Yojana is to provide free legal assistance to poor of the society and help him get the justice. The scheme aims to target the mass at grassroot level in every panchayat across the state.
Under the scheme, people will be made aware of their legal rights and also how to protect and uplift their legal rights.
The state government under the scheme would setup Madhubabu Aain Sahayata Kendra in panchayat office or Rajeev Gandhi Seba Kendra to settle legal disputes of poor. The government would organize ‘Sahayata Sibir’ every Saturday or maximum of four days per month to settle legal disputes of afflicting poor, women, backward classes, old persons of villages.
Under the Madhubabu Aain Sahayata Yojana, a fee of Rs. 500 per meeting would be paid to law officials while Rs. 150 will be paid to PEOs (Panchayat Executive Officer/Gram Rojgar Sevak) for management of legal cell.

6. Biju Sishu Suraksha Yojana for HIV Positive Orphan Children
The state government of Odisha has launched a new scheme on 22nd December for safety of HIV positive orphan children. Named as “Biju Sishu Suraksha Yojana”, the scheme aims to protect children who are without biological or adoptive parents, legal guardians, affected/infected with HIV and found to be most vulnerable.

Biju Sishu Suraksha Yojana – Care & Protection

Under the scheme, the state government would provide financial support for their education till higher secondary. The main objective of Biju Sishu Suraksha Yojana is to take care and protect such children through rehabilitation.
The scheme would also provide financial support for marriage if the beneficiary is a girl child.

Financial Support under Biju Sishu Suraksha Yojana

Apart from financial support for studies and marriage of girl child beneficiary, the state government would also provide Rs. 7,000 to Rs 40,000 for technical education to the beneficiary. The support will help meet the expenses like admission and tution fee, study material and other related expenses

Highlights of Biju Sishu Suraksha Yojana

  • Financial support for studies up to higher secondary.
  • Rs. 20,000 reward after passing higher secondary.
  • Scholarship to 3 meritorious students every year in each district.
  • Financial support to girl child beneficiary for her marriage.
  • Rs 1,000 per year deposit in the Sukanya Samridhi Account of the girl child till she attains the age of 18 years.
  • One time token assistance of Rs 50,000 for girls and Rs 40,000 for boys on completion of 18 and 21 years respectively to facilitate marriage ceremony.
Biju Sishu Suraksha Yojana was launched by the chief minister Mr. Naveen Patnaik upon completion of five years of Mamata Yojana. Along with this, CM also launched a new scheme for nutrition requirements of children and mothers which will be operational from 2017 to 2020.

7. Biju Pucca Ghar Yojana Toll Free Helpline Number Launched
The state government of Odisha has launched a toll free helpline number for the beneficiaries of housing schemes such a Biju Pucca Ghar Yojana. The state government too this decision after receiving complains about government officials and employees taking bribes and harassing the housing scheme employees.
The toll free number 1800-345-6768 was launched by the Panchayati Raj Department. Using this toll free number anyone can lodge a complain against any employee or officer. The government will take action against the official/employees accordingly.
The beneficiaries of the housing schemes can dial the toll free number to inform the local BDO and district Collector about the corrupt officials. The initiative will help all the beneficiaries to get houses under the Biju Pucca Ghar Yojana and other pro poor housing schemes in the state without any problem.
The Panchayati Raj Department would not tolerate corruption at any level in governance and public works. Anybody demanding bribe or harassing the beneficiaries will be booked under the criminal charges.
The state government has provided about 10 Lakh pucca houses to people, including SC and ST and other backward categories in last two years in the State.

8. Nirman Shramik Pension Yojana – Pension Scheme for Construction Workers
Nirman Shramik Pension Yojana is a new pension scheme launched by the state Government of Odisha. The new pension scheme will specially be for the construction workers in the state. Nirman Shramik Pension Yojana would benefit about 25 Lakh construction workers in the state.
The scheme has been launched under the mission of “Social Security for All” to bring the construction workers under the security net. The scheme would provide monthly pension to nearly 25 Lakh construction workers in the state of Odisha.

Under the scheme, construction workers of 60 years and above will be provided pension of Rs. 300 per month. The workers whose age is 80 and above will be provided monthly pension of Rs. 500.
Widows of the workers and differently – abled will also be included under the scheme. There is no requirement of being registered with the Odisha Building & Other Construction Workers Welfare Board for 5 years, as was in the case of Nirman Shramik Pucca Ghar Yojana
According to the chief minister, the state government is actively working towards the betterment of the society including the welfare of low income group and construction workers. The government has already increased the maternity assistance amount from Rs. 8000 to Rs. 10000. The state government also provides a medical assistance of up to Rs. 3.00 Lakh to the workers suffering from critical illness.
9. Biju Kanya Ratna Yojana Launched in Odisha
Chief Minister of Odisha has launched a new scheme, named as “Biju Kanya Ratna Yojana”, the scheme is aimed at improving the sex ratio at birth and child sex ratio in three districts of the state.
The scheme was launched during the birth centenary celebrations of legendary leader Biju Patnaik here at the Secretariat. The chief minister also unveiled the logo of the scheme during the launch.
The Biju Kanya Ratna Yojana will be implemented on pilot basis in three districts of the state including the CM’s home district, Ganjam. The other two districts would be Dhenkanal and Angul. The child sex ratio in these three districts has declined to an alarming level.
Under the Biju Kanya Ratna scheme, the state government would focus on all round development of the girl child including their education and health.
The state government has made a provision of Rs. 3.5 Crore for the scheme.

10. Kalinga Sikshya Sathi Yojana Approved by Odisha Cabinet
Kalinga Sikshya Sathi Yojana, an education loan scheme launched in June has got approved by the state cabinet on 8th August. Under the Kalinga Sikshya Sathi Yojana, the state government would provide education loans to the poor meritorious students at a very low interest rate.
Under the Kalinga Sikshya Sathi Yojana, the meritorious students would be provided education loans at just 1% of interest rates to achieve their dreams of higher education. The loan, however, would be given only to candidates whose annual household income is less than Rs. 6.00 Lakh.
The loans under the new scheme would be available to students who are willing to take higher education in medical, engineering, management, law and other fields.
The state government has already made an allocation of Rs. 500 Crores to implement the scheme. The allocation has been made from the Government’s own resources.
