RAJASTHAN CHIEF MINISTER VASUNDHARA RAJE
Mohan Lal Sukhadia was the longest serving Chief Minister of Rajasthan. After securing majority in 2013 assembly election, Vasundhara Raje of the Bharatiya Janata Party is the incumbent Chief Minister.

RAJASTHAN GOVERNMENT SCHEMES 

1. Rajasthan Farm Loan Waiver Scheme to Waive Off Rs. 50,000 of Debt per Farmer


The state government of Rajasthan has decided to form a committee to decide on farm loan waiver scheme launch after a long 13 days protest of farmers across the state. The government has established a high-level technical committee which will look into demands of protesting farmers to waive off Rs 50,000 of debt per farmer.
This committee will submit its report within a month after complete study of farm loan waiver schemes being implemented in many states like Maharashtra, Uttar Pradesh and Punjab.

Farm Loan Waiver Scheme

The state government committee will examine all the technicalities before deciding the launch of the scheme. The state government if decided to launch the farm loan waiver scheme may invite online applications form the eligible farmers. The online application forms for Karj Mafi Yojana may be invited through the official website of the state government or a new dedicated portal.
The farm loan waiver schemes are likely to be launched by Rajasthan as well as Madhya Pradesh government before the 2018 assembly elections.
In addition, Rajasthan government is also considering to provide a monthly pension of Rs. 2,000 for those farmers who are above the age of 60 years. River of farm loans and remunerative crop prices are the two demands which were centered by the farmers during their protest.

Application Forms of Rajasthan Farm Loan Waiver Scheme

The application forms of Rajasthan farm loan waiver scheme has not been released yet by government. Application process for the scheme may soon start after the state government launch the scheme. A dedicated portal to accept application form online for farm loan waiver scheme may also be developed.
Since the scheme is not launched yet, complete information would be available as soon as the scheme is officially launched by the state govt.

2. Krishi Upaj Rahan Loan Scheme for Farmers Launched by Rajasthan Government
The state government of Rajasthan has launched Krishi Upaj Rahan Loan Scheme (Agriculture Produce Deposit Loan Scheme) for the farmers. The objective of the scheme is to provide fair price of their agriculture produce in the state.
Under Krishi Upaj Rahan Loan Scheme, government will provide Rs. 1.5 lakh for small and marginal farmers on their produce deposits. In addition, farmers of large scale will get Rs. 3 lakh as loan at 11 per cent interest rate. The aim of scheme is to provide short term loan facilities for farmers.

Krishi Upaj Rahan Loan Scheme

The short term loan under Krishi Upaj Rahan loan scheme will be provided of 90 days but it can be extended to six months in special circumstances. Moreover, the farmers repaying the loan on time will get 2 percent discount on the interest. The intention of scheme is to full-fill the immediate needs of farmers’ family.
State government is taking several measures to increase the credit flow and bringing more farmers including small and marginal farmers within financial inclusion. The farmers will be evaluated on the basis of the market value of the product kept by them, whichever is less and 70 percent of the amount will be made available as a loan.
Since the farmers do not have a regular monthly income, the government is taking several initiatives to provide financial assistance to farmers in the times of crises. Under Krishi Upaj Rahan Loan Scheme, state government would provide loan at subsidized rates of interest to provide a better life to the farmers of the state.

3. Agriculture Connection Policy – 2017 for Power Connections to Farmers in Rajasthan
The state govt. of Rajasthan has approved the new Agriculture Connection Policy- 2017. Under the scheme, state government would provide power connections to small and marginals farmers.
The small and marginal farmers who are belonging to BPL category will get priority over other farmers in receiving agriculture connections of 5 horsepower. The farmers who are affected by Indira Gandhi Canal Project will also get the same benefit under the policy.
The government has already taken several measures to increase the credit flow and bringing more and more farmers including small and marginal farmers within financial inclusion.

Highlights of Agriculture Connection Policy-2017

  • The scheme will only be applicable on connections of up to 20 horsepower approved by bureau of energy efficiency and for five-star rated pump sets.
  • The farmers who are replacing their standard motors will receive subsidy amount of Rs. 750 per horsepower from the government. However, motors must be replaced with five-star rated pump.
  • The interest rates on amount paid for power connections that were cut off has been slashed from 16% to 12% yearly and can be reconnected under this scheme.
  • If the connection demand note was an issue within five years then the farmers will have to pay Rs. 500 to get their connection.
  • During the deposit of demand draft, farmers can erect electric lines if the option is available.
According to the govt. notification, farmers who are receiving the subsidy under solar pump sets will not be able to take benefit of second agriculture connection in general category. For them, govt. will soon announce a new separate policy.
It should be noticed here that under the scheme, govt. has given relaxed provisions for martyrs’ families. These family can apply for agricultural connections anytime. Earlier, it was mandatory in the agriculture policy to apply for connection within twelve years of the death or within two years of getting ownership of land.
This policy will surely help improve the farm productivity and increase the income of farmers.

4. 17 Lakh Homes to be Built in Rajasthan Under Pradhan Mantri Awas Yojana (PMAY)
The State govt. of Rajasthan is planning to construct 17 lakh houses in the state under Pradhan Mantri Awas Yojana (PMAY) – Urban. The affordable houses to weaker section in urban areas are being provided under the PMAY-U scheme. Around 8.7 lakh houses have already been constructed under the scheme in the state.
The state government has given 7.17 lakh land allotment letters under the Deendayal Upadhayay Land Allotment Campaign. Rajasthan government is now planning to distribute about 10 lakh letters out of which 1.5 lakh letters will be given in next one year.
The scheme would target poor families and people living under economic weaker section across the state.
According to official notification, Rs. 1,561 crore would be spent on construction of these houses. Central government’s share would be Rs. 937 crore while the rest would be borne by the state government. The govt. will offer a subsidy to economically weaker section (EWS) for the purchase of Eco-friendly house for their family under the scheme.

Subsidy Under the Pradhan Mantri Awas Yojana (PMAY)

Under the scheme state govt. would provide subsidy to each shelter-less beneficiary. The houses given will be owned by females or jointly with males.
PMAY was launched in 2015 to provide a shelter to all with the help of states and UT’s by the year 2022. The main objective of the scheme is to provide houses for urban poor homeless families by the year 2022.

5. CM Free Coaching Scheme (मुख्यमंत्री निःशुल्क कोचिंग योजना) Rajasthan
Chief Minister Free Coaching Scheme or Mukhyamantri Nishulk Coaching Yojana (मुख्यमंत्री निःशुल्क कोचिंग योजना) is a new scheme announced by the state government of Rajasthan. Under the free coaching scheme, the state government would provide free coaching to students to take admissions in IIT, IIM, LAW and national level medical and engineering colleges.
The state government is inviting applications for Mukhyamantri free coaching scheme through its official portal at sjms.rajasthan.gov.in. The applications can also be done offline by downloading the application form from sje.rajasthan.gov.in. Under the scheme, the state government would provide free coaching to 1000 students in coaching institutes of Jaipur and Kota.
The fee of coaching of Rs. 60,000 per student would be paid by the government to the coaching institution.

Apply for Mukhyamantri Free Coaching Yojana

The state government has extended the last date of applications under free coaching scheme from 31 May to 30 June 2017. The applications can be filled online by registering at sjms.rajasthan.gov.in.
For offline applications, interested candidates can download the application form format from the official website of social justice & employment department at sje.rajasthan.gov.in.
30% of all the seats under the free coaching scheme are reserved for girl students.

Eligibility for CM Free Coaching Scheme

  • The applicant should be the permanent resident of Rajasthan.
  • The applicant should belong to any of the following categories as defined by the state govt. SC/ST/SBC/OBC/ or General.
  • The applicants should be residing in hostels run by social justice and employment department in Jaipur and Kota.
  • The applicant should be a student of 11th or 12th class.
  • For admissions in IIM, the applicants should be studying graduation through regular mode.
  • The household income of the applicant should not be more than Rs. 2.5 Lakh per annum.

6. Samajik Suraksha Pension Yojana Rajasthan Application Form & Status
Samajik Suraksha Pension Yojana in Rajasthan is a social security pension scheme under which several pension schemes are merged. The interested eligible candidates can apply for Samajik Suraksha Pension Yojana by downloading the application form from the official website at rajssp.raj.nic.in.

Under the Samajik Suraksha Pension Yojana, the interested applicant can apply for pension under any of the following three heads
Old age
– Widows and Parityakta
– Disabled persons
The dully filled application form can be submitted at district sub divisional or block development office. After receiving the application, the details would be verified by Tehsildar and sanction would be confirmed by district sub divisional or block development office and sanction order will go to the treasury or sub-treasury office for disbursement of pension to the beneficiary.

Online applications for Samajik Suraksha Pension Yojana can also be filled through the E-Mitra kendra spread across the state.

7. Deendayal Rasoi Yojana in Ujjain and MP to Offer Food at Rs. 5
Deendayal Rasoi Yojana is a new food scheme announced by Rajasthan government in Ujjain. The purpose of the scheme is to provide quality meal to the poor people who are unable to afford food at normal market rates.

Deendayal Rasoi Yojana will provide a full meal to poor people, workers and their families. Under the scheme, nutritious meal would be provided to the poor in the city at just Rs. 5/-. To implement the scheme in the city, bhojnalayas will be opened at different locations including, Dewasgate, Nanakheda, Railway Station, Chimanganj Krishi Upaj Mandi and Siddhwat.
The scheme will be activated on 1 April 2017 and the announcement of Rajasthan government Deendayal Rasoi Yojana in Ujjain was made in the meeting by the government.
Similar scheme is also being implemented in Madhya Pradesh which will also be rolled out on 6 April 2017. In MP, Deendayal Rasoi Yojana will provide food to the needy people in the period of 11:00 AM morning to 3:00 PM afternoon.

8. Pradhan Mantri Awas Yojana Gramin (PMAY-G) Rajasthan – 6.75 Lakh Homes in 2017-18
Pradhan Mantri Awas Yojana Gramin (PMAY-G), an ambitious rural housing scheme of Narendra Modi Government has been launched in the state of Rajasthan. The chief minister of Rajasthan has launched the PM Awas Yojana Gramin on 18th March 2017 from Banswara district under which affordable homes would be constructed for the rural population in the state.

Pradhan Mantri Awas Yojana Gramin (PMAY-G) Rajasthan – Highlights

The state government aims to provide home to each poor family in the rural areas of the state and hence launched the Pradhan Mantri Awas Yojana – Gramin. During the launch of the scheme, the chief minister provided approval letters to 5 women in presence of the rural development minister.
Under the PMAY-G, the state government has set a target to build about 6.75 Lakh houses till 2018-19. Until now, the state government has approved about 1.5 Lakh houses in the state under the PMAY-G. Construction of about 40 thousand houses have been approved in the Banswara district alone. In Banswara district alone, the PMAY-G housing would cost Rs. 646 Crore.
The state government is encouraging rural population of the state to take benefits of the housing scheme launched by the Prime Minister Shri Narendra Modi. The PMAY-G earlier was running with the name of Indira Awas Yojana which was tweaked with more benefits to the beneficiaries and better implementation methodologies.
Under the Pradhan Mantri Awas Yojana – Gramin, the central government aims to provide home to every rural poor by the year 2022. By the Year 2019, the central government has set a target of building 1 Crore homes in the country. Under the scheme, an allowance of Rs. 120,000 in plain areas and Rs. 130,000 in hilly areas will be provided for construction of homes along with a provision Rs. 12000/- for building toilets. The government would also provide 90/95 days of unskilled wage labour under MGNREGA over and above the unit cost.

9. Pradhan Mantri Awas Yojana Gramin Rajasthan – 4.31 Lakh Houses in 2016-17
Rajasthan Government has set a target to sanction 4.31 Lakh houses in year 2016-017 under the Pradhan Mantri Awas Yojana Gramin. The government has sent instructions to districts to complete the beneficiary identification and registration work within the given time frame. As the list of beneficiaries for PMAY-G is being prepared based on SECC-2011 data, the interested eligible candidates in the state can contact their respective Gram Panchayat/Panchayat Samiti or E-Mitra center.
Pradhan Mantri Awas Yojana – Gramin beneficiaries in the state would be required to share the following information/documents.
1. Saving Bank Account number opened under Jan Dhan Yojana or Bhamashah Yojana
2. Bhamashah Card Number / Aadhar Card Number
3. NAREGA Card Number
4. Mobile Number
5. Photo of the head of family
6. Registration documents of the plot where house is to be built

Financial Assistance Under PMAY-G in Rajasthan

Financial assistance of Rs. 1,48,290 would be provided to the eligible beneficiaries out of which Rs. 1.20 Lakh would be provided in three installments of Rs. 30 thousand, Rs. 60 thousand and Rs. 30 thousand. Rs. 12000 would be given to beneficiaries to build toilets under the Swachch Bharat Mission. And rest Rs. 16,290 would be provided as 90 day labour fee under the MGNREGA.
The beneficiaries can also take a loan of up to Rs. 70000 as per their choice. PM Narendra Modi has also announced 3% subvention on interest rate for loan of up to Rs. 2 lakh taken in 2017 for the new construction or extension of housing in rural areas.

10. Mukhyamantri Kaushal Anudaan Yojana Loan Scheme for Skill Development Training
Rajasthan Government has announced a new scheme named “Mukhyamantri Kaushal Anudaan Yojana” to make the youth skilled and employable. The scheme is in its final stage and would be launched on 1st January 2017. Under the scheme, the state government would provide loans at subsidized interest rates to youth for skill development training.

Objective of Mukhyamantri Kaushal Anudaan Yojana

The main objective of Mukhyamantri Kaushal Anudaan Yojana is to make youth self reliant by equipping them with the skills needed for employment. making the youth employable by providing development skills training to them is top priority of the state government of Rajasthan.
The scheme would help youth to get skill training with financial help from the government in form of subsidized loans.

Mukhyamantri Kaushal Anudaan Yojana Loan

Under the Mukhyamantri Kaushal Anudaan Yojana, the state government would provide loan of up to Rs. 1 Lakh at an interest subsidy of 4 to 6 percent.
The announcement of the scheme was made on the occasion of completion of three years of government of Rajasthan at Umaid Stadium in Jodhpur. Chief Minister of Rajasthan mentioned that Rajasthan would now be the first state in the country to have two Skill Development Universities, first one in government and the second in private sector.
